Paint peeling

Hello All.

I have a 14 ATS 2.0T AWD Base which I bought a year ago off lease. A few weeks ago, my front bumper started peeling. I checked carproof and asked the dealer, none have records of bumper repair. Is this factory paint peeling?

Any thoughts would be appreciated..
